In his remarks to the assembled Member State delegates at the launch of the 2013 World Drug Report in Vienna, Raymond Yans, President of the International Narcotics Control Board, said that one of the purposes of the drug control conventions was to ensure an adequate supply of medicines to control pain and suffering. He couched that narrative in the need to continue controlling the abuse and diversion of drugs and pointing to a lack of regulatory infrastructure in many countries.
