The African Palliative Care Association (APCA), with funding from the Open Society Foundations (OSF), is pleased to announce the 2013 APCA.
The awards seek to recognize the cumulative contributions of an African Ministry of Health, an individual and an institution whose public policy advocacy efforts at the national, regional, or international level have improved patient access to palliative care in Africa.

In 2009 Dr. Alevtina Petrovna Khorinyak, a general practitioner with 50 years of experience, working at Polyclinic # 4 in Krasnoyarsk, Russia, wrote two prescriptions for tramadol for a terminally ill cancer patient suffering from intractable pain. In 2011 the Federal Drug Control Service discovered the prescriptions at a local pharmacy, and referred the case to the prosecutor and the court. Dr. Khorinyak was charged with two articles of the Criminal Code of the Russian Federation: “Trafficking potent substances in large quantities by prior agreement with the intent to sell, an organized group” and “Forgery of documents in order to facilitate the commission of another crime”. The court sentenced Dr. Khorinyak with a fine.
Physicians, health professionals, and concerned citizens support Dr. Khorinyak and demand that the criminal verdict for be reversed.

A five week international course was organized for health workers wishing to initiate palliative care services in francophone Sub Saharan Africa. The training was an intensive course for initiators of palliative care services in French speaking countries led by HASPF and the Institute of Hospice and Palliative Care in Africa based in Kampala with expert input by Hospice Africa Uganda and the French association Alliance Mondial Contre le Cancer, coordinated by Sabine Perrier-Bonnet, an expert in public health in Africa.

The International Palliative Care Network (PCN) Conference is an online conference held under the auspices of the European Association of Palliative Care, EAPC Onlus. Participation and access to the virtual conference is FREE!

Martin Lou?ka is a Research Associate and PhD student at the International Observatory on End-of-Life Care at Lancaster University, UK. He comes from the Czech Republic, where he studied social work and psychology and worked in the field of peadiatric psychooncology before he joined the Observatory at Lancaster University in 2011. His current work is focused on the development of palliative care in Central Europe and it is a part of European Comission funded EURO IMPACT network (www.euro-impact.eu). The aim of this network is to enable early career researchers within palliative care to improve their research skills, join established research teams and enhance their career prospects. Martin is also in training to become a gestalt psychotherapist and his plan for the future is to combine both research and clinical work.

Cindy Toraya is a Palliative Medicine physician at Good Samaritan Hospital in Puyallup, WA, USA. After several years of working as a board certified Family Medicine physician, she received a Master's degree in Clinical Psychology/Counseling and completed a fellowship at the Institute for Palliative Medicine at San Diego Hospice. As a board certified Hospice and Palliative Medicine physician, she now primarily works with hospital patients, helping with symptom management and discussing goals of care. She is the physician lead for the Advance Directive Project at MultiCare Health System, responsible to develop and implement pilot projects and lead clinical research studies to improve education on Advance Directives throughout the organization.

He is recognized as a specialist and expert on issues surrounding End-of-Life care & education and as a Grief Recovery Specialist. He lectures and consults throughout the USA.
