Gulnara Kunirova

Gulnara Kunirova is one of active palliative care champions in Kazakhstan. She is a psychologist and lives in Almaty – the largest city in Kazakhstan.

Her interest in palliative care developed soon after she started to work as the Executive Director of the Together Against Cancer Public Fund in 2009. Together Against Cancer is a non-governmental, not-for-profit organization aimed at the improvement of cancer care in Kazakhstan from prevention to rehabilitation and palliative care. In the capacity of Executive Director of TAC, she implemented over 300 projects in public awareness raising, fundraising and charity, education and training for cancer care specialists, government outreach and patient advocacy, cancer screening and research advancement. Today, the Foundation has developed into the most successful anti-cancer organization in Kazakhstan, member of the Union for International Cancer Control (UICC).

In 2013, she co-founded and was elected as the president of the Kazakhstan Association for Palliative Care which focuses on advocating for palliative care as the human right and a core component of the healthcare system, initiating educational and training programs, disseminating palliative care philosophy and knowledge at all levels of the society, participating in the improvement of the legal framework for palliative care development, implementing and supporting in-home palliative care projects, introducing best practices of clinical and hospice care, gathering independent data on available resources and access to opioids and palliative care services, expansion of volunteer movement.

Member of the Public Council of the Ministry of Healthcare of the Republic of Kazakhstan, Public Council for Protection of Patients' Rights under the authority of Almaty Mayor, Supervisory Board of the Kazakh Institute of Oncology and Radiology, Leader of the Working Group on the “Road Map for the Development of Palliative Care in the Republic of Kazakhstan for 2018-2020”.

Member of international professional associations: International Association for Hospice and Palliative Care (IAHPC), Worldwide Hospice Palliative Care Alliance (WHPCA), European Association for Palliative Care (EAPC). Certified trainer, End-of-life Nursing Education Consortium (ELNEC)
